# Phase plan — Real estate

The phase plan with the boundaries an agency needs: vendor-funded budget never moved between listings under ordinary authority, the price guide and the method of sale outside anybody's media permissions, and limits that account for campaigns lasting weeks rather than quarters.

Everything else is the general phase plan, unchanged. One row per area per phase, an explicit approval list, a reversal rule and a record of every change.

## How to use it

1. Copy this file, or the CSV version if you would rather work in a sheet.
2. Write one row per area per phase, and never a single blanket permission.
3. Write what still needs approval explicitly, rather than leaving it as everything else.
4. Put a limit on every permission: how much, how often, on what.
5. Decide the evidence to advance before the phase starts, not when somebody asks.
6. Write the reversal rule while everything is going well.
7. Record every change made under the authority, with its reason and its time.

## The columns

**Phase** (Text). The step of authority this row sets out. Within a listing the phases move quickly, because a four-week campaign cannot wait two days for an approval after a quiet inspection.

**Area** (Text). What kind of change this governs: budget within a listing, bidding, placements, scheduling, creative rotation. The price guide and the method of sale are named as areas so their exclusion is explicit.

**May change without separate approval** (Text). Exactly what can be altered at this phase: move budget between placements and channels inside one listing's campaign, adjust bids and schedules, rotate among approved assets.

**Limits** (Text). How much, how often and on what, with the boundary being the listing. Vendor money does not move between listings under any authority, however well another campaign is performing.

**Approval required for** (Text). What still needs a person: any move between listings, any change to a listing's total, anything touching the price guide or the method of sale, which belong to the listing agent.

**Who holds it** (Text). The person, or the rule, holding this permission. A rule carries the same ring-fence as a person: it may optimise inside a listing's campaign and may never move money between listings.

**Evidence to enter** (Text). What had to be true before this phase started: four weeks of campaigns reconciled against vendor agreements with no unexplained differences.

**Evidence to advance** (Text). What has to be true before the next phase begins, written as a count of completed campaigns rather than a number of weeks, because a month in an agency might hold one listing or fifteen.

**Review cadence** (Text). How often this row is re-read. Weekly during a campaign, because a listing flight is short enough that a fortnightly rhythm would review it once.

**Reversal rule** (Text). What causes authority to narrow again: any move between listings, or one change not recorded against a listing reference.

**Record kept** (Text). What is written down whenever this authority is used: the listing reference, what moved, from where, to where, and why, so the vendor report assembles itself from the log.

**Entered on** (Date (YYYY-MM-DD)). The date this area moved to this step. Office presence rows carry their own dates and their own slower cadence, because that money is the agency's own.

**Notes** (Text). What the next person needs: the campaign where a limit was too tight before an auction, the agent who prefers to be consulted, the listing where the guide moved twice.

## The phase plan

| Phase | Area | May change without separate approval | Limits | Approval required for | Who holds it | Evidence to enter | Evidence to advance | Review cadence | Reversal rule | Record kept | Entered on | Notes |
|---|---|---|---|---|---|---|---|---|---|---|---|---|
| | | | | | | | | | | | | |
| | | | | | | | | | | | | |
| | | | | | | | | | | | | |
| | | | | | | | | | | | | |

## Before you commit it

- There is one row per area per phase, and no blanket permission.
- Vendor-funded budget is never moved between listings under ordinary authority.
- The price guide and the method of sale sit outside every media permission.
- Every change record names the listing reference it belongs to.
- Office presence spend has its own rows and its own limits.
- Every row has a reversal rule written while things were going well.
- Every change made under the authority is recorded with its reason.
